SIGNIFICANTCHANGESANDAMENDMENTSTOTHE52NDEDITION(2011) The52ndeditionoftheIATADangerousGoodsRegulationsincorporatesall amendmentsmadebytheDangerousGoodsBoardandincludeschanges advised,attimeofprinting,byICAOtothe2011–2012EditionoftheICAO TechnicalInstructions. Thefollowinglistisintendedtoassisttheusertoidentifythemainchanges introducedinthiseditionandmustnotbeconsideredanexhaustivelisting. Thechangeshavebeenprefacedbythesectionorsubsectioninwhichthe changeoccurs. 1—Applicability 1.2—ApplicationoftheseRegulations. Thissubsectionhasbeensignificantlyrevisedtobringintextaddressing approvalsbytheStateoforiginandStateoftheoperator.Therequirementsfor exemptionshavealsobeenclarified,andthereisanewprovisionallowingforthe carriageofdangerousgoodspermittedinpassengerbaggagein“excess baggageconsignedascargo”. 1.3—Shipper\'sResponsibilities.RetentionofacopyoftheShipper\'s Declarationforaminimumperiodof3monthsisnowmandatory. 2—Limitations 2.3—DangerousGoodsCarriedbyPassengersorCrew. Theprovisionsfordangerousgoodsinpassengerbaggagehavebeenrevised. Changesinclude: .provisionsforsecurity-typeattachécasesasspecified;prohibitiononthe carriageofelectroshockweapons(e.g.Tasers); .allowanceforlithiumionbattery-poweredmobilityaids; .allowanceforportablemedicaldevices,suchasdefibrillatorsand nebulizers,thatarepoweredbylithiumbatteries; .revisiontotheprovisionsforfuelcellsystemstoallowthecarriageof certainsparefuelcellcartridgesincheckedbaggage. 2.5—DangerousGoodsinOperator\'sProperty.Theprovisionshavebeen expandedtoallowoperatorstocarryanduseonboardduringflightelectronic, equipmentsuchaspersonalentertainmentdevicesandcreditcardreaders containinglithiumbatteriesandsparebatteriesforthesedevices.Replacement devicescontainingbatteriesandreplacementbatteriesmustbeshippedin accordancewiththeRegulations.
2.7—DangerousGoodsinLimitedQuantities.Paragraph2.6hasbeen deletedasprovisionsforexemptionsandapprovalsarenowalladdressedin1.2. Consequently2.8hasbeenrenumberedto2.7.Theprovisionsforlimited quantitieshavebeenrevisedtoreflectthecloseralignmentwiththeprovisionsof theUNModelRegulations.Anewmarkinginplaceof“LTDQTY”hasbeen adoptedandthistextisnolongerrequiredontheShipper\'sDeclaration.
2.8.2—StateVariations.Australia,Belgium,Canada,Switzerland,UnitedArab EmiratestheUnitedKingdomandtheUnitedStateshaveadvisedof amendmentstotheirStatevariations.Statevariationshavebeenfiledbythe DemocraticPeople\'sRepublicofKoreaandLuxembourg. 2.8.4—OperatorVariations.Thereareasignificantnumberofadditions, deletionsandmodificationstotheoperatorvariations. 3—Classification 3.1.2—ThereisrevisiontotheexemptionfromclassificationinClass2for certainitems.ThereisarevisiontoClass8toallowfortheuseofaninvitrotest forthedeterminationofthepackinggroupinplaceofaninvivotest.The classificationcriteriaformagnetizedmaterialhasbeensignificantlyrevised. 4.4—SpecialProvisions. Changestothespecialprovisionsinclude: A1—hasbeenrevisedtonowalsorequireapprovalfromtheStateofthe operatorinadditiontotheapprovaloftheStateoforigin. A21—hasbeenrevisedtoincludereferencetoengines,flammablegasand flammableliquidpoweredaswellasreferencethatvehiclesorequipment poweredbyafuelcellenginemustbeconsignedunderthenewentriesfor engine,fuelcellorvehicle,fuelcell. A47—nowidentifiesthatgeneticallymodifiedmicro-organisms(GMMO)and geneticallymodifiedorganisms(GMO)packedinaccordancewithPacking Instruction959arenotsubjectanyotherrequirementsintheRegulations. A70—hasbeenmodifiedtoincludefuelcellengines.Thereisalsonewtext identifyingthatflammablegaspoweredinternalcombustionorfuelcellengines thathavebeenflushedandpurgedasdescribedmaybeshippedasnot restricted. A179—whichisassignedagainstUN3077,Environmentallyhazardous substance,solid,n.o.s.allowsthesesubstancestobeshippedinintermediate bulkcontainers(IBCs)withamaximumnetquantitynotexceeding1,000kgas providedforinPackingInstruction956. A182—whichisassignedagainstUN3171,Battery-poweredequipment identifiesthatequipmentthatonlycontainslithiumbatteriesmustbeclassifiedas eitherUN3091orUN3481. A183—whichisassignedagainsttheentriesforbatteriesidentifiesthatwaste batteriesandbatteriesbeingshippedforrecyclingareprohibitedfromair transportunlessapprovedbytheappropriatenationalauthorityoftheStateof OriginandtheStateoftheOperator. 5—Packing 5.0.2—GeneralPackingRequirements. Therequirementsforclosuresforinnerpackagingsforliquidshavebeenrevised tonowrequireasecondarymeansormaintainingtheclosure.Intheabsenceof secondarymeans,theinnerpackaging(s)mustbeplacedinaleakproofliner. Therequirementsformagnetizedmaterialhavebeensignificantlyrevised.A Shipper\'sDeclarationisnolongerrequiredprovidedalternativewrittenor electronicdocumentationincludesthewords“magnetizedmaterials”. 956—Thisisthepackingnumberassignedtoanumberofsolidsubstancesin Class9,includingEnvironmentallyhazardoussubstance,solid,n.o.s.(UN3077). 7.1.5.1—Hasthefollowingchanges: .theparagraphin7.1.5.1(a)regardingtheallowancefortheUNnumberto beplacedinsideadiamondfordangerousgoodspackedinlimited quantitieshasbeendeleted.Thisformatofindicatinglimitedquantitiesis nolongerpermittedwiththenewlimitedquantitymarkingrequirementsof 7.1.5.3; .paragraph(b)nowidentifiesthatthenameandaddressoftheshipperand consigneeshouldbeonthesamesurfaceasthemarkingfortheUN numberandpropershippingnamewhenthepackagesizeisadequate; .oldparagraph(c)whichrequiredthenetquantityandgrossweightofthe packageforexplosiveshasbeendeleted; .exceptasprovided,thenetquantityofdangerousgoodsmustbeshown onallpackagesregardlessoftheclassofthedangerousgoods. 7.1.5.3—Thepreviousmarkingof“limitedquantity”,or“LTDQTY”hasbeen replacedbyanewdiamond-shapedmarkingthatincludesthesymbol“Y”inthe centre.
