SIGNIFICANTCHANGESANDAMENDMENTSTOTHE52NDEDITION(2011)

 

The52ndeditionoftheIATADangerousGoodsRegulationsincorporatesall
amendmentsmadebytheDangerousGoodsBoardandincludeschanges
advised,attimeofprinting,byICAOtothe2011–2012EditionoftheICAO
TechnicalInstructions.

Thefollowinglistisintendedtoassisttheusertoidentifythemainchanges
introducedinthiseditionandmustnotbeconsideredanexhaustivelisting.

 

Thechangeshavebeenprefacedbythesectionorsubsectioninwhichthe
changeoccurs.

 

1—Applicability

1.2—ApplicationoftheseRegulations.

Thissubsectionhasbeensignificantlyrevisedtobringintextaddressing
approvalsbytheStateoforiginandStateoftheoperator.Therequirementsfor
exemptionshavealsobeenclarified,andthereisanewprovisionallowingforthe
carriageofdangerousgoodspermittedinpassengerbaggagein“excess
baggageconsignedascargo”.

1.3—Shipper\'sResponsibilities.RetentionofacopyoftheShipper\'s
Declarationforaminimumperiodof3monthsisnowmandatory.

 

2—Limitations

2.3—DangerousGoodsCarriedbyPassengersorCrew.

Theprovisionsfordangerousgoodsinpassengerbaggagehavebeenrevised.
Changesinclude:

.provisionsforsecurity-typeattachécasesasspecified;prohibitiononthe
carriageofelectroshockweapons(e.g.Tasers);
.allowanceforlithiumionbattery-poweredmobilityaids;
.allowanceforportablemedicaldevices,suchasdefibrillatorsand
nebulizers,thatarepoweredbylithiumbatteries;
.revisiontotheprovisionsforfuelcellsystemstoallowthecarriageof
certainsparefuelcellcartridgesincheckedbaggage.


2.5—DangerousGoodsinOperator\'sProperty.Theprovisionshavebeen
expandedtoallowoperatorstocarryanduseonboardduringflightelectronic,
equipmentsuchaspersonalentertainmentdevicesandcreditcardreaders
containinglithiumbatteriesandsparebatteriesforthesedevices.Replacement
devicescontainingbatteriesandreplacementbatteriesmustbeshippedin
accordancewiththeRegulations.


2.7—DangerousGoodsinLimitedQuantities.Paragraph2.6hasbeen
deletedasprovisionsforexemptionsandapprovalsarenowalladdressedin1.2.
Consequently2.8hasbeenrenumberedto2.7.Theprovisionsforlimited
quantitieshavebeenrevisedtoreflectthecloseralignmentwiththeprovisionsof
theUNModelRegulations.Anewmarkinginplaceof“LTDQTY”hasbeen
adoptedandthistextisnolongerrequiredontheShipper\'sDeclaration.

2.8.2—StateVariations.Australia,Belgium,Canada,Switzerland,UnitedArab
EmiratestheUnitedKingdomandtheUnitedStateshaveadvisedof
amendmentstotheirStatevariations.Statevariationshavebeenfiledbythe
DemocraticPeople\'sRepublicofKoreaandLuxembourg.

2.8.4—OperatorVariations.Thereareasignificantnumberofadditions,
deletionsandmodificationstotheoperatorvariations.

 

3—Classification

3.1.2—ThereisrevisiontotheexemptionfromclassificationinClass2for
certainitems.ThereisarevisiontoClass8toallowfortheuseofaninvitrotest
forthedeterminationofthepackinggroupinplaceofaninvivotest.The
classificationcriteriaformagnetizedmaterialhasbeensignificantlyrevised.
Environmentallyhazardoussubstancesnotpresentingadangercoveredbyother
classesmustnowbeclassifiedaseitherUN3077orUN3082.

 

4—Identification

4.1.6—UsingtheListofDangerousGoods.Revisionshavebeentothetext
addressingthemaximumnetquantityperpackage,paragraphs4.1.6.10and
4.1.6.12toidentifythatthemaximumnetquantitiesmaybeexceedwhenan
approvalisissuedbytheappropriatenationalauthoritiesoftheStateoforigin
andStateoftheoperator.

4.2—ListofDangerousGoods

AmendmentstotheListofDangerousGoodsinclude:

.adoptionofthenewpackinginstructionnumbersforallsubstancesin
Classes3,4,5,8and9andDivision6.1;
.newentriesforUN3482,Alkalimetaldispersion,flammableandAlkaline
earthmetaldispersion,flammable,inDivision4.3withasubsidiaryriskof
Class3.ThisreplacestheconditionsetbyspecialprovisionA147against
UN1391whereaflammablesubsidiarywasappliedwhentheflashpoint
was60°Corless;
.newentriesforUN3485,UN3486andUN3487,calciumhypochlorite,
corrosive(dry,hydratedandmixtures)inDivision5.1withasubsidiaryrisk
ofClass8.ThisreplacestheconditionsetbyspecialprovisionA135
againstUN1748,UN2208andUN2880whereacorrosivesubsidiary
wasappliedwhenthesubstancealsometthecriteriaforClass8;
.newentriesaddedtoUN3166forenginesandvehiclespoweredbyfuel
cells,flammableliquidandflammablegas;



.limitedquantityprovisionshavebeenaddedforFuelcellcartridges,
containingflammableliquids,UN3473;Fuelcellcartridges,containing
water-reactivesubstances,UN3476;Fuelcellcartridges,containing

beensignificantlyrevised;
.asignificantnumberofgenericandn.o.s.propershippingnamesnow
requiretheadditionofthetechnicalnameasindicatedbytheadditionof
the“”symbol.

 

 

4.4—SpecialProvisions.

Changestothespecialprovisionsinclude:

A1—hasbeenrevisedtonowalsorequireapprovalfromtheStateofthe
operatorinadditiontotheapprovaloftheStateoforigin.

A2—hasbeenrevisedtomakeitonlyapplicabletotransportoncargoaircraft
andalsotherewillbearequirementforapprovalfromtheStateoftheoperatorin
additiontotheapprovaloftheStateoforigin.Substancespreviouslyassigned
SpecialProvisionA109havenowbeenassignedSpecialProvisionA2and
SpecialProvisionA109isnow“notused”.

A21—hasbeenrevisedtoincludereferencetoengines,flammablegasand
flammableliquidpoweredaswellasreferencethatvehiclesorequipment
poweredbyafuelcellenginemustbeconsignedunderthenewentriesfor
engine,fuelcellorvehicle,fuelcell.

A47—nowidentifiesthatgeneticallymodifiedmicro-organisms(GMMO)and
geneticallymodifiedorganisms(GMO)packedinaccordancewithPacking
Instruction959arenotsubjectanyotherrequirementsintheRegulations.

A70—hasbeenmodifiedtoincludefuelcellengines.Thereisalsonewtext
identifyingthatflammablegaspoweredinternalcombustionorfuelcellengines
thathavebeenflushedandpurgedasdescribedmaybeshippedasnot
restricted.

A88—hasbeenrevisedtoincludeprovisionforlowproductionrunlithium
batteries.

A169—A173—arenewspecialprovisionsthathavebeenassignedtocertain
hypochlorite,bromate,chlorate,chloriteandpermanganategenericentriesto
identifythatcertainmixturesareforbiddenfortransport.


A178—isanewspecialprovisionsthatallowsforsecuritytypeequipmentsuch
asattachécases,cashboxes,etcthatcontaindangerousgoodssuchaslithium
batteriestobeconsideredasnotrestrictedsubjecttotheconditionssetoutin
A178.

A179—whichisassignedagainstUN3077,Environmentallyhazardous
substance,solid,n.o.s.allowsthesesubstancestobeshippedinintermediate
bulkcontainers(IBCs)withamaximumnetquantitynotexceeding1,000kgas
providedforinPackingInstruction956.

A182—whichisassignedagainstUN3171,Battery-poweredequipment
identifiesthatequipmentthatonlycontainslithiumbatteriesmustbeclassifiedas
eitherUN3091orUN3481.

A183—whichisassignedagainsttheentriesforbatteriesidentifiesthatwaste
batteriesandbatteriesbeingshippedforrecyclingareprohibitedfromair
transportunlessapprovedbytheappropriatenationalauthorityoftheStateof
OriginandtheStateoftheOperator.

 

5—Packing

5.0.2—GeneralPackingRequirements.

Therequirementsforclosuresforinnerpackagingsforliquidshavebeenrevised
tonowrequireasecondarymeansormaintainingtheclosure.Intheabsenceof
secondarymeans,theinnerpackaging(s)mustbeplacedinaleakproofliner.
Thepreviousprovisionsinparagraph5.0.2.12.2forabsorbentmaterialandin
paragraph5.0.2.12.3forinnerlinershavebeendeleted.Whensuch
requirementsexisttheyhavenowbeenplaceddirectlyintheapplicablepacking
instructionsasAdditionalPackingRequirements.

5.0.7—ListofPackagings.

Allreferencetoinnerpackaging(IP)codes,asidefromthosereferencing
aerosols(IP7,IP7A,IP7BandIP7C)havebeendeletedfromtheRegulations.

 

PackingInstructions.

AllofthereformattedpackinginstructionsincludedinAppendixHinthe51st
editionhavenowbeenincorporatedintothebodyoftheRegulations.The
reformattedpackinginstructionsapplytoallpackinginstructionsinClasses3,4,
5,8and9andDivision6.1.Thereisathree-monthtransitionperiodtoallowfor
packagespreparedfortransportbefore31December2010usingpacking
instructionsinthe51steditiontobepresentedfortransportuntil31March2011.

Inaddition,therearethefollowingchanges:

202—Thepackinginstructionhasbeenrestructuredandtheprovisionsforopen
cryogenicreceptacleshavebeenrevised.

214—ApplicabletoUN3468,hydrogeninametalhydridestoragesystemhas
beencompletelyrevised.

NewpackinginstructionsY215,Y374,Y495andY873havebeenaddedto
addresstherequirementsforshippingfuelcellcartridgesinlimitedquantities.

565—ThisisthepackinginstructionapplicabletoUN3356,Oxygengenerator,
chemical.Thetexthasbeenrevisedtoincludeindicativemethodsofpreventing
unintentionalactivation.


620—ThisisthepackingnumberassignedtoinfectioussubstancesinCategory
A(UN2814andUN2900)andwaspreviouslyPackingInstruction602.The
changeinnumberalignsthenumberingwiththeothermodesoftransport.

953—Thisisthepackingnumberassignedtomagnetizedmaterial(UN2807).
Therequirementsformagnetizedmaterialhavebeensignificantlyrevised.A
Shipper\'sDeclarationisnolongerrequiredprovidedalternativewrittenor
electronicdocumentationincludesthewords“magnetizedmaterials”.

956—Thisisthepackingnumberassignedtoanumberofsolidsubstancesin
Class9,includingEnvironmentallyhazardoussubstance,solid,n.o.s.(UN3077).
Thepackinginstructionhasbeenrevisedtoincludethelistofpermitted
intermediatebulkcontainers(IBCs)forUN3077.

959—Thisisthepackingnumberassignedtogeneticallymodifiedmicro-
organisms(GMMO)andgeneticallymodifiedorganisms(GMO),(UN3245).The
packinginstructionhasbeenrevisedtothesamestructureandformatas
PackingInstruction650.Thisincludesanewdiamond-shapedmarkingfor
UN3245thatmustbeappliedtotheoutsideoftheouterpackaging.

965—970—Therehavebeenminorchangestothepackinginstructionsfor
lithiumionandlithiummetalbatteries.Mostofthechangeshavebeentoclarify
therequirements.

 

6—PackagingSpecificationsandPerformanceTests

6.1—RequirementsforInnerPackagings.

Allreferencetoinnerpackaging(IP)codes,asidefromthosereferencing
aerosols(IP7,IP7A,IP7BandIP7C)havebeendeleted.

6.4—RequirementsfortheConstructionandTestingofCylindersand
ClosedCryogenicReceptacles,AerosolDispensersandSmallReceptacles
ContainingGas(GasCartridges)andFuelCellCartridgesContaining
LiquefiedFlammableGas.Additionalprovisionshavebeenaddedtoaddress
theinspection,testandmarkingrequirementsformetalhydridestoragesystems.

6.8—RequirementsfortheConstructionandTestingofIntermediateBulk
Containers(IBC).WithIBCnowbeingpermittedforairtransport,forUN3077
only,someoftheconstructionandtestrequirementsforIBChavenowbeen
addedtotheRegulations.

 


7—Marking&Labelling

7.1.5.1—Hasthefollowingchanges:

.theparagraphin7.1.5.1(a)regardingtheallowancefortheUNnumberto
beplacedinsideadiamondfordangerousgoodspackedinlimited
quantitieshasbeendeleted.Thisformatofindicatinglimitedquantitiesis
nolongerpermittedwiththenewlimitedquantitymarkingrequirementsof
7.1.5.3;
.paragraph(b)nowidentifiesthatthenameandaddressoftheshipperand
consigneeshouldbeonthesamesurfaceasthemarkingfortheUN
numberandpropershippingnamewhenthepackagesizeisadequate;
.oldparagraph(c)whichrequiredthenetquantityandgrossweightofthe
packageforexplosiveshasbeendeleted;
.exceptasprovided,thenetquantityofdangerousgoodsmustbeshown

replacedbyanewdiamond-shapedmarkingthatincludesthesymbol“Y”inthe
centre.

7.1.6.4—Thisnewparagraphhasbeenaddedtoidentifythatenvironmentally
hazardoussubstances,solid(UN3077)whenshippedinanIBCofmorethan
450LcapacitymusthavetherequiredUNnumber,propershippingnameand
environmentallyhazardousmarkingsontwooppositesidesoftheIBC.

reference.Inaddition,thereisnowarequirementforexplosivearticlesofClass1
tohavethenetexplosivemassshowninadditiontothenetquantity.

8.1.6.9.4—Thereisnolongerarequirementfor“limitedquantity”or“LTDQTY”
tobeshownintheauthorisationssectionoftheDGDfordangerousgoods
shippedinaccordancewiththelimitedquantityprovisions.Theindicationofa“Y”

9.3.11—Therequirementsforloadingofmagnetizedmaterialhavebeen
simplified.
